Carolyn D. Lowery is a licensed graduate social worker who is experienced in providing clinical care to youth and adults in human service and educational settings. During her career, she has administered clinical assessments and worked on a team operating behavioral trials. Ms. Lowery specializes in behavioral health issues, particularly in substance abuse and mental health, and in the fields of community organizing, HIV/AIDS, child welfare, juvenile justice and other public health issues. 

During an internship at the Substance Abuse and Mental Health Services Administration, Ms. Lowery advanced and supported program activities within the Center for Mental Health Services working to eliminate disparities in mental health care. Subsequently, she worked for a private firm, where she managed several tasks for a national Federal initiative that focused on eliminating mental health disparities among certain racial and ethnic groups, people living in rural areas and other underserved populations.

Ms. Lowery also has worked with special education teachers, parents, and school district administrators to facilitate positive behavioral and emotional growth for emotionally disturbed high school students through individual and group counseling services.    

Her research background includes working on a team conducting a behavioral trial that compared the efficacy of different incentive schedules in retaining pregnant, drug dependent women in treatment, while discouraging their use of illicit drugs. She also conducted group therapy sessions for this population. On another study, Ms. Lowery was part of a team to facilitate protocol development, site establishment and site monitoring for international HIV/AIDS clinical trials.

Ms Lowery’s graduate studies in social work focused on management and community organization. She has authored works on substance abuse treatment and dually diagnosed youth.
